San Antonio Celebrates Opening of $69.4 Million Affordable Housing Community in District 4


SAN ANTONIO — City of San Antonio leaders, the San Antonio Housing Trust, Lincoln Avenue Communities and community partners celebrated the opening of Leon Creek Flats, a new 308-unit affordable housing development on the city’s southwest side.

Officials held a ribbon-cutting ceremony May 14, 2026, at the new apartment community located at 7515 Holm Road in City Council District 4.

Affordable Housing Development Backed by City Bond Funding

Leon Creek Flats represents a total investment of approximately $69.4 million.

The project received:

  • $2.52 million from the city’s 2022 Affordable Housing Bond
  • Financing through Low-Income Housing Tax Credits administered by the Texas Department of Housing and Community Affairs

Of the 308 units:

  • 47 apartments are reserved for households earning at or below 30% of the Area Median Income
  • 261 apartments are reserved for households earning at or below 60% AMI

City officials said the development includes a 40-year affordability covenant to ensure long-term affordable housing access.

Edward Mungia called the project a major milestone for District 4.

“This is a huge moment for affordable housing in San Antonio and District 4,” Mungia said. “I could not be more proud that this development came to fruition deep in the heart of District 4.”

Community Amenities Included

Residents at Leon Creek Flats will have access to:

  • A swimming pool
  • Fitness center
  • Dog park
  • Resident garden
  • Playground
  • On-site after-school educational programming

Veronica Garcia said the project reflects the city’s commitment to expanding safe and affordable housing options.

“Once again, the Affordable Housing Bond has delivered on its promise to build safe and high-quality affordable homes for those who need it in our city,” Garcia said. “Leon Creek will serve as a haven for hard-working families in the growing Southwest part of the city, near premier parks and jobs.”

Affordable Housing Bond Has Funded More Than 5,200 Homes

San Antonio voters approved the $150 million Affordable Housing Bond in May 2022 to support affordable housing construction, rehabilitation, and preservation citywide.

According to city officials, the bond program has already helped support the production or preservation of more than 5,200 affordable homes across San Antonio.

Blake Hopkins said the development helps address growing affordability challenges facing local families.

“Leon Creek Flats provides hundreds of San Antonio families with access to high-quality, affordable homes with amenities and on-site resources that support long-term stability,” Hopkins said.

Beginning May 18, city officials said residents can participate in community conversations about the Affordable Housing Bond and future housing initiatives.
