CIBOLO, TX - The Cibolo Police Department has announced arrests in an ongoing investigation involving alleged misconduct by three employees at Maxine & Lutrell Watts Elementary School, located at 100 Deer Meadow Blvd in Cibolo.
Police say they were notified on December 17, 2025, by the Schertz-Cibolo-Universal City Independent School District of allegations involving three staff members. Those identified were Julia Cantu, a paraprofessional; Jessica Longo, a teacher; and Veronica Guerra-Ulrich, also a paraprofessional.
Detectives were immediately assigned to the case and began a detailed investigation. That work included interviews with district administrators and a review of available surveillance footage connected to the reported incident.
Based on the evidence gathered, investigators determined there was probable cause to seek arrest warrants. Julia Cantu has been charged with Injury to a Child, a first-degree felony. Jessica Longo and Veronica Guerra-Ulrich have each been charged with Unlawful Restraint, a state jail felony. All three were taken into custody and booked into the Guadalupe County Jail on December 29, 2025.
Police say the investigation remains active, and additional charges could be filed as detectives continue reviewing evidence and conducting interviews.
“The safety and well-being of children in our community is our highest priority,” said Cibolo Police Chief Thedrick Andres. The department stated it will continue working closely with SCUCISD and the Guadalupe County District Attorney’s Office as the case moves forward.
