GUADALUPE COUNTY, Texas. Two Guadalupe County detention officers have been arrested and a warrant has been issued for a third as part of an investigation into alleged improper sexual activity involving a person in custody at the county jail, according to the Guadalupe County Sheriff's Office.
Sheriff Joshua Ray requested the Texas Rangers lead the investigation into allegations of misconduct at the Guadalupe County Adult Detention Facility.
Arrest warrants were issued for Detention Officer Andrew Kee, Detention Officer Isaiah Charles and Corporal Detention Officer Rudy Garcia.
Kee and Charles were arrested without incident and booked into the Guadalupe County Adult Detention Center.
Authorities said arrangements have been made for the arrest of Garcia, who remains on administrative leave.
The sheriff's office said Kee and Charles have been terminated from their positions. Garcia has been placed on administrative leave pending the outcome of the investigation.
Sheriff Ray said the agency has a zero-tolerance policy for misconduct involving people in custody.
"I have zero tolerance for this type of misconduct in the Guadalupe County Sheriff's Office," Ray said. "Every person in our detention facility has a right to be treated with basic dignity, and when that standard is broken, there is no second chance and no cover. These employees knew our standards and chose to violate them anyway. Rest assured, they will be held accountable and fully prosecuted in accordance with Texas law."
The investigation, led by the Texas Rangers and the Texas Department of Public Safety in San Antonio, remains ongoing.
