Seguin Police Arrest Registered Sex Offender for Compliance Violation

Seguin Police Department’s Criminal Apprehension Street Enforcement (C.A.S.E.) Unit has arrested 60-year-old Phillip Mechelle Whiteside of Seguin following a sex offender compliance investigation conducted in September 2025.

The investigation began after officers identified discrepancies during a routine quarterly compliance check. Records showed Whiteside was registered with a lifetime reporting obligation in Seguin, but officers discovered he had actually been living at an apartment complex in the 1400 block of McCarty Lane in San Marcos, Hays County.

Under state law, registered sex offenders must report any change of address to local law enforcement within seven days. On September 24, the C.A.S.E. Unit obtained an arrest warrant charging Whiteside with Failure to Comply with Sex Offender Registration Requirements, a third-degree felony. The warrant was issued by Judge William D. Old III of the 25th Judicial District Court of Guadalupe County.

On September 26, Whiteside was taken into custody without incident and booked into the Guadalupe County Jail, where he is being held on a $100,000 bond.

Whiteside had been convicted in 1998 for sexual abuse of a 15-year-old girl in Iowa.  He was resgistered as a sex offender in Texas by the San Antonio Police Department in 2023.
