David Scott, 46, a resident of Fort Bliss, Texas, has been arrested and charged with Cruelty to Non-livestock Animals: Kill/Poison/Serious Bodily Injury, a third-degree felony. His bond was set at $30,000 by Judge Duke.
Animal Cruelty investigators were called to the 11800 block of Gateway West, outside a restaurant, on May 29, 2025, to assist Animal Services. The investigation was prompted by a social media video that showed a dog tethered to the flatbed of a truck in direct sunlight. The video reportedly depicted the dog slipping off the truck bed and hanging by its collar, suspended above the ground.
Through their investigation, authorities identified David Scott as the alleged offender. He was arrested on June 5, 2025, and subsequently booked into the El Paso County Detention Facility.
