Kerrville ISD Appoints Shelby Balser as Assistant Superintendent of Administration and Human Resources


Kerrville Independent School District (KISD) has announced the appointment of Shelby Balser as the new Assistant Superintendent of Administration and Human Resources. The Board of Trustees officially approved her hiring during their September meeting.

Superintendent Brent Ringo, Ed.D., expressed enthusiasm for the addition of Shelby Balser to the administrative team, stating, "We are excited to welcome Shelby Balser to the administrative team. We had many qualified applicants for this position, but Mrs. Balser stood out based on her experience and reputation as a leader within KISD. She has experience with personnel, school safety, and facilities operations and administration, and is well-regarded by the staff at Tivy and the Kerrville community. We truly believe she will be a valuable addition to our administrative team and are eager for her to step into this role."

Shelby Balser has a long history with KISD, having started her career as a teacher and softball coach at Tivy High School in 2000. Over the years, she advanced within the district, serving as the Girls Athletic Coordinator and eventually becoming Assistant Principal. In 2017, Balser was appointed Principal of Tivy High School.

Reflecting on her journey within KISD, Balser remarked, "I've been blessed to be part of the KISD family since 2000 when Mr. Steve Schwarz took a chance hiring an alternative certification teacher and coach for Tivy High School. I've loved every role and responsibility I've had at Tivy High School, and I love the Tivy family—each and every single staff member from years past to my current team."

Balser's extensive experience and dedication to the district have prepared her for her new role as Assistant Superintendent of Administration and Human Resources. She expressed her eagerness to serve Kerrville ISD in this capacity, saying, "The mentors, the students, the families, and the lessons learned during my time at Tivy High School have helped prepare me to serve Kerrville ISD in this new role. I look forward to serving the staff, students, families, and supporters of the district under the leadership of Dr. Ringo and the KISD team."

Shelby Balser holds a Bachelor of Arts in Criminal Justice Legal Studies from the University of Texas at San Antonio and earned her Master of Education in Educational Leadership from the University of Texas at Tyler.

Balser will assume her new role as Assistant Superintendent of Administration and Human Resources once a replacement is hired for her position as Principal of Tivy High School.
