Ex-Harper ISD Staffer Re-Arrested on Child Exploitation Charges After Dressing Room Videos Found

Harper, Texas - Pedro DeLuna III, a former Harper Independent School District (HISD) staff member, was taken into custody a second time on December 5, 2025, after investigators allegedly found multiple recordings of young females, including videos taken inside a high school dressing room.

DeLuna, who previously worked as an assistant band director at Harper ISD, was initially arrested on December 1, 2025, by Gillespie County deputies on a warrant for Invasive Visual Recording involving a 15-year-old female off-campus. He posted a $50,000 bond and was released the following day.

New Charges Filed

According to a press release from the Gillespie County Sheriff’s Office (GCSO), a continuing investigation by the GCSO Criminal Investigators Division (CID) legally obtained a warrant for DeLuna’s digital cloud storage. Evidence found in the storage led to six new warrants for his re-arrest.

On Friday, December 5th, DeLuna was arrested again at his residence in Harper. He is now charged with:

  • 3 counts of Invasive Visual Recording in Bath/Dressing Room

  • 3 counts of Possession/Promoting/Production of Certain Visual Material Depicting a Child

His new bond amount is set at $300,000.

Gillespie County Sheriff Chris Ayala stated that based on the evidence, DeLuna had video recordings from a theater dressing/changing room located at Harper High School in his cloud storage. Sheriff Ayala personally made the arrest, stating, "I have and will always protect the safety and welfare of our youth in Gillespie County." The Sheriff’s Office CID will contact the parents of all those who may be affected by the investigation.

School District Response

Harper ISD Superintendent Bonnie Stewart released a statement to the community after the first arrest, expressing deep concern. The ISD confirmed that DeLuna's initial arrest was in connection with an alleged incident that occurred off-campus and outside of school hours.

Superintendent Stewart stated at the time that there was "no evidence to suggest that any inappropriate conduct occurred on school grounds, within the school, or involving any current students during school hours."  Unfortunately, the investigation has revealed that this was not the case.

The district did note it is taking the matter seriously and is working closely with the GCSO.   

HISD is urging anyone with knowledge of any unreported inappropriate conduct by DeLuna to contact the HISD Police Department or the Gillespie County Sheriff's Office.
