Cambodian Illegal National Charged After Fatal Shooting in Victoria

VICTORIA, Texas – Federal authorities have charged Savin Seng, 41, an illegal alien from Cambodia, with unlawful possession of a firearm following the fatal shooting of a woman in Victoria, according to U.S. Attorney Nicholas J. Ganjei.

Seng, also known as “Two-Face,” appeared in court for an initial hearing, where prosecutors stated he is an admitted gang member. He remains in federal custody pending a detention hearing scheduled for October 10 at 10 a.m.

According to court documents, on October 3, authorities responded to a shooting at a residence in the Telferner community outside Victoria. Investigators discovered a woman deceased from a gunshot wound to the head. The shooter reportedly left his cell phone at the scene before fleeing.

Images on the recovered phone allegedly showed Seng holding a Glock pistol with an extended magazine. A witness also identified him as the suspected shooter.

Investigators later found Seng less than a mile from the scene and arrested him. At the time, he was allegedly carrying a loaded Glock 17 9mm pistol and a loaded 31-round extended magazine.

Court filings further allege Seng had previously been ordered removed from the United States in 2016 after being convicted as an aggravated felon. He had never obtained lawful immigration status and had prior custody records in California, Georgia, and Louisiana.

Authorities also claim Seng had access to multiple firearms while unlawfully residing in the country.

“The presence of armed, illegal-alien gang members in our midst is a threat to public safety,” said U.S. Attorney Ganjei. “The Southern District of Texas is determined to remove each and every one of them from our streets.”

If convicted, Seng faces up to 10 years in federal prison and a fine of up to $250,000.

The case is being investigated by Homeland Security Investigations (ICE/HSI) with assistance from the Victoria County Sheriff’s Office and the Los Angeles Police Department. Assistant U.S. Attorney Patti Hubert Booth is prosecuting the case.
