Fredericksburg Appoints New Director of Development Services

The City of Fredericksburg has named Cliff Cross as its new Director of Development Services following a nationwide search facilitated by Strategic Government Resources (SGR). Cross officially began his duties on Monday, June 23.

Bringing over 20 years of municipal experience in planning, zoning, and economic development, Cross most recently served as Director of Economic Development, Planning and Zoning for the City of Belleville, Illinois. His career also includes leadership roles in University City, Missouri; South Padre Island, Texas; Kankakee, Illinois; and Duluth, Georgia.

“We are excited to welcome Cliff Cross to Fredericksburg,” said Assistant City Manager Garret Bonn. “His extensive background in planning, development, and community engagement will be instrumental in guiding our City’s growth while preserving the unique history that makes Fredericksburg special.”

In his previous roles, Cross has led comprehensive planning efforts, administered grant programs, spearheaded historic preservation projects, and implemented zoning and housing policies.

Cross holds a Master of Arts in Public Policy and Administration from Northwestern University, a Master of Arts in Geography/Urban and Regional Planning from Indiana State University, and a Bachelor of Science in Geography from Eastern Illinois University. He is also a certified planner with the American Institute of Certified Planners (AICP).

“I am honored to join the City of Fredericksburg and look forward to working with the community, staff, and elected officials to support responsible development and enhance the quality of life for all residents,” Cross said.

As Director of Development Services, Cross will oversee the City’s departments of Building, Planning & Zoning, Historic Preservation, and Short-Term Rentals. He will also work closely with the Planning & Zoning Commission, Historic Review Board, and Zoning Board of Adjustment. Among his key responsibilities will be the creation of a Unified Development Code and implementation of the City’s 2024 Comprehensive Plan.

Cross succeeds Evan Williamson, who had served as Interim Director since February.
