GUADALUPE COUNTY, Texas - A registered high-risk sex offender who previously received deferred adjudication probation for three child sex offenses has been arrested on new charges involving a minor, according to the Guadalupe County Sheriff's Office.
Emanuel Bishop Jr. was taken into custody Thursday, Oct. 15, 2026, following a joint investigation by the Guadalupe County Sheriff's Office and Seguin Police Department.
Bishop faces two second-degree felony charges: indecency with a child and providing marijuana to a child.
He is being held at the Guadalupe County Adult Detention Center.
According to the sheriff's office, investigators were examining allegations of indecency with a child when they discovered that Bishop was using a telephone number and social media account he had not reported as required by sex offender registration laws.
That discovery led to his arrest Oct. 15.
Following further investigation, authorities charged Bishop with indecency with a child and providing marijuana to a child.
The sheriff's office did not release the age of the alleged victim, details about the reported offenses or the circumstances surrounding the marijuana allegation.
Officials also did not specify whether Bishop faces separate charges for failing to comply with sex offender registration requirements.
Guadalupe County Sheriff Joshua Ray said Bishop had previously pleaded to three counts of indecency with a child by sexual contact.
In 2022, Bishop was placed on 10 years of deferred adjudication community supervision without serving jail time for those offenses, according to the sheriff.
Deferred adjudication is a form of community supervision in Texas in which a judge postpones a formal finding of guilt while a defendant completes court-ordered conditions. A violation can result in further court proceedings and potential sentencing.
Bishop was classified as a high-risk registered sex offender at the time of his latest arrest.
Ray expressed frustration with the outcome of the earlier case and called for stronger penalties for offenses involving children.
"In 2022, Mr. Bishop was placed on ten years of deferred adjudication community supervision, with no jail time, after pleading to three counts of Indecency with a Child by Sexual Contact," Ray said. "He is now accused of another offense against a child in our community."
Ray praised investigators from both agencies for their work while urging the criminal justice system and state lawmakers to take a tougher approach to child sex offenses.
"Every child deserves protection, and the penalties for crimes against children must reflect the lasting harm done to victims and their families," Ray said.
"Our investigators, working alongside the Seguin Police Department, worked diligently on this case. I urge everyone in the justice system to treat these cases with the seriousness our community expects, and I urge lawmakers to strengthen penalties for crimes against children."
Ray concluded his statement by saying, "This latest crime should have never happened."
The Guadalupe County Sheriff's Office said the investigation remains ongoing and is encouraging anyone with relevant information, including individuals who believe they may have been victimized, to contact investigators.
