Former Army Recruiter Arrested in New Braunfels on Child Sexual Performance Charge

Marcel Ian Moreno, 25, of New Braunfels, was arrested on Friday, June 6, 2025, at Ft. Sam Houston in San Antonio, on a warrant charging him with 2nd-degree felony Sexual Performance of a Child (Texas Penal Code 43.25 (b)). The arrest was made without incident by U.S. Marshals and the Department of the Army Criminal Investigation Division. Moreno has since posted his $50,000 bond and been released from the Bexar County Jail.

The arrest warrant for Moreno stems from a nearly month-long joint investigation by the New Braunfels Police Department (NBPD) and the Department of the Army Criminal Investigation Division. The investigation began with allegations that Moreno, in his capacity as a U.S. Army recruiter, engaged in an intimate relationship with a 17-year-old female he met during a recruiting event at New Braunfels High School.

The ongoing investigation has led to the discovery of two additional female victims who also met Moreno on high school campuses while he was present as a recruiter. Authorities stated that additional charges may be pending, and the U.S. Army is fully cooperating with the criminal investigation.

NBPD Detectives believe there may be more victims. Specific details regarding the nature and methods of the crimes are being withheld to protect the integrity of the investigation and to help validate potential new victims who may come forward.
